When Voss's agents in [[Locations/The Waste/The Waste|The Waste]] reported the discovery of an ancient [[The Arc Well|machine]] buried under a glacier, he funded a quiet expedition of scholars and engineers to investigate it. When they reported back that it appeared to draw from a deep magical source and could potentially be activated, Voss made the decision alone. When the first rift opened ([[1352-09-05]]) and fertile [[N'garba]] land began arriving in [[Locations/The Waste/The Waste|The Waste]], Voss understood immediately what he had. He brought it to the Senate as a _fait accompli_ — the machine was already running, the land was already arriving, the only question was whether to exploit it. The Senate voted yes.
